Special environments
The operator designated to provide the Universal Postal Service (SPU in Spanish) must make all deliveries to the postal address appearing on the letter or package, including under circumstances where the address is incomplete yet still allows the recipient to be identified. These deliveries must be made at least every business day, from Monday through Friday, except in cases where special circumstances or geographic conditions exist. In that case, delivery must be made to an appropriate facility other than the postal address on the letter or package, and we must have previously authorised them by defining zones with very low population densities, which do not include rural areas.
