Portability

Preservation of numbering (portability) is an essential right for subscribers to the telephone service available to the public. The regulations establish that operators must ensure that these subscribers can keep their telephone number, upon request, regardless of the operator providing the service.

We are able to establish, by means of a circular, the characteristics and conditions used for preserving telephone numbers.

At the CNMC, we are able to establish, by means of a circular, the characteristics and conditions used for preserving telephone numbers.

Circulars have therefore been produced on this subject that establish the principles that should regulate portability, on verbal consent with third-party verification when contracting regulated wholesale services for land line communications, and on requests to preserve numbering.

At the CNMC, we are also responsible for establishing the specifications and technical conditions for preservation of telephone numbering (portability) for both landlines and mobile phones.

The administrative procedures for preservation of numbering in cases where the operator is changed on mobile and land line networks are found in the Resolutions of 7 July 2011 (in force beginning 1 June 2012) and 26 April 2012 (effectively in force beginning 11 November 2013).
