Public Employee Training Program

Public procurement is a priority economic sector for the CNMC. The aim is not only to detect and sanction anti-competitive practices in public procurement but also to prevent them and improve the design of procedures. This approach has been reinforced considering the forecasts of an increase in the volume of public procurement following the approval of the Recovery, Transformation, and Resilience Plan.

For years, the CNMC has maintained its commitment to training public procurement officials at all levels of administration to help them identify the risks associated with competition restrictions and the loss of efficiency in all phases of public procurement. 

This effort is reinforced by the National Public Procurement Strategy 2023-2026, which advocates for professionalization and highlights the need for specialized training in competition matters. Likewise, the legal obligations established in Articles 132 and 150 of the Public Sector Contracts Law require public procurement officials to report indications of anti-competitive practices to competition authorities, further emphasizing the need for training in this area.
