AENA Charges

We ensure that Aena does not apply these charges in a discriminatory manner. We provide information on the annual updates of their charges.
We supervise that the annual updates of Aena's airport charges comply with the percentage for applying the adjusted maximum annual revenue per passenger (IMAAJ) as provided for in Law 18/2014.
Additionally, we declare the non-application of the modifications established by Aena when they have been made in violation of the regulations.

Annual update consultations on charges


Aena must conduct a consultation with representatives of the airlines regarding the operation of the charging system and its modifications and updates; especially, regarding the correct determination and application of the Adjusted Maximum Annual Revenue per Passenger (IMAAJ) and the maintenance of the required quality levels.
In this procedure, in addition to exchanging the necessary information, Aena must consider the viewpoints expressed by users and justify its decisions in case of disagreement.
At CNMC, we supervise the procedure for these consultations at least once a year, and in any case, whenever airport charges are modified.

Five-year Airport Regulation Document (DORA)

We provide information on the following aspects, paying special attention to ensuring that Aena's proposal guarantees the sustainability of the airport network:

  • Traffic forecasts detailed by airport for each year of the DORA's five-year application period.
  • Service quality standards, implemented through a specific number of indicators, for each airport and for each year of the five-year period.
  • Planned investments during the five-year period consistent with the rest of the DORA's content that address the capacity standards of the infrastructure and service quality. This includes, among other data, that the annual value of the planned investments in the five-year period is the one included in the Regulated Asset Base (BAR) for each year.
  • Annual operating and capital costs that will serve as the basis for calculating the Maximum Annual Revenue per Passenger (IMAP), which will be the basis for updating the charges.
  • The IMAP values for each year of the five-year period.
  • The values that allow for the establishment of annual incentives or penalties for the quality of the service provided and penalties for delays in the execution of planned investments applicable to the determination of the IMAAJ for each fiscal year.
  • The costs for each basic airport service and the contribution of the costs recovered with each charge to the determination of the IMAP.
