Monitoring the Closure of the Copper Pair Network

Telefónica's copper access network was divided into 8,526 exchanges, identified by a code (called MIGA code). The progressive deployment of the new fiber optic access network prompted the progressive closure of these copper exchanges from 2015 to 2025.  This was done following rules established for the first time in 2009, with slight modifications in 2016 and 2021. 

The closure of an exchange is understood as the cessation of the use of copper access from that exchange. The closure of an exchange entails the end of the obligation of access in that exchange to Telefónica's copper pair network. After the closure of an exchange, neither Telefónica nor other operators can make use of the copper pairs from that exchange.
